Share Save Demand Propels Home Prices Upward 2 days ago One of the impacts of the Office of the Comptroller of the Currency’s (OCC) new rule aimed at “strengthening and modernizing” the Community Reinvestment Act (CRA) will be that far fewer loans will be evaluated for their adherence to CRA standards and goals, according to research from the Urban Institute.The OCC released its new CRA rule on May 20 after reviewing more than 7,500 comments from various stakeholders. The OCC adopted its original rule to meet some of the proposals in the comments, including clarifying the quantity and quality of CRA activities and increasing credit for mortgage loans to promote affordable housing.The final rule received praise from some within the industry as well as staunch criticism from Rep. Maxine Waters, Chairwoman of the House Financial Services Committee.Researchers from the Urban Institute are now expressing concerns with the new rule, claiming that fewer loans would be reviewed by CRA standards. Thus there is less assurance and insight into whether and how banks are meeting the specific needs of local communities.While conceding that the new rule does “offer some improvements over the proposed rule,” the researchers ultimately call the new rule “unsatisfactory.”“CRA regulations should ensure the goals of the CRA statute are aligned with its execution and should evaluate banks on the importance of the bank’s activities to the local community,” wrote three Urban Institute researchers. “Tying evaluation instead to the importance of the activity to the bank misses the point and ignores the fact that many activities constituting an as small share of the bank’s business have outsize importance to the bank’s community.”The researchers take issue with the fact that the new rule does not assess particular loans unless the local retail lending makes up at least 15% of the bank’s total origination volume from that retail line.Relying on 2018 lending data, the Urban Institute found that in New York City, 17% of small business loans would not be evaluated for their small business lending in the community under the new rule. By dollar volume, this amount makes up 30% of small business lending in the metro and 26% of low- to moderate-income small business lending.In the Worcester, Massachusetts metro, 33% fewer low- to moderate-income loans would be evaluated under the new rule, and 64% less dollar volume of loans would be evaluated, according to the Urban Institute.Small farm loans would also be often left out of CRA evaluations because they do not make up more than 15% of originations at the banks making them. For example, in Indianapolis, which the Urban Institute says is the metropolitan statistical area with the smallest farm loans, 72% of small farm loans would not be subject to CRA review. first_imgBy John BurtonRED BANK — The borough’s youngest students are expected to be attending classes at the middle school, beginning Monday, for a week or longer because of the storm damage sustained at the primary school.The primary school’s approximately 570 students will have to attend the district’s middle school, 101 Harding Road from 8 a.m. until noon.The middle school’s grades 4-8 students will have classes from 12:30 p.m. until 4:30 p.m.The district’s primary school, 222 River Road, overlooking the Swimming River, had about 2 inches of water flood the school, damaging carpet, vinyl flooring, some furniture and supplies, said Laura Morana, the district’s superintendent of schools.“There wasn’t a single section that was spared,” she said.Teachers will see their schedules modified, Morana said, with the primary school teachers working a 7:30 a.m. to 2:30 p.m. schedule and their middle school counterparts starting at 10 a.m. and working until 5 p.m., Morana said.The district’s insurance carrier immediately authorized the hiring of a cleaning crew for the primary school, which is almost completed, Morana said. The building is still waiting for the floors to be taken care of before students would be allowed back in the building.Morana hopes the building would be in shape for conducting classes by Monday, Nov. 19, but that is a tentative date, she said.The school’s library/media center can wait for its carpeting.“We want the classrooms back in shape to bring the children back,” Morana said.As of now, Morana couldn’t estimate as to the dollar amount of the damage. Antimatter Or Anti-Consensus?

first_imgWhere’s the antimatter?  If the universe began in a big bang, there should be equal amounts of matter and antimatter.  Instead, there is only regular matter as far as our telescopes can see.  (If antimatter were present, the annihilation of antimatter and matter would give a characteristic gamma-ray signature.)  This is a big matter; the missing antimatter has been a conundrum for decades.  Now, a new study using the Spitzer Space Telescope, reported on Science Daily, confirms that far, far too little is present.    Observations of the Bullet Cluster “rule out any significant amounts of antimatter over scales of about 65 million light years, an estimate of the original separation of the two colliding clusters,” the article said of the largest-scale study ever done in an environment that is an “excellent test site” for the search.  All they saw was only three parts per million.    The article ends by claiming that if antimatter is discovered, it might tell scientists something about inflation and how long it lasted.  This new study, however, places tighter constraints on the possibility of such a discovery.Even if they did find antimatter, it would not tell them anything about inflation.  Remember the skeleton that Sean Carroll let out of the inflationary closet? Three Kruger camps for 2010 tourists

They are forced to do stretching and other exercises on the sidewalks outside Lord’s, the competition venue.The Indian Olympic Association (IOA) has cleared only three physiotherapists for the contingent of 81 athletes. Only the hockey and boxing squads have been given their own physiotherapists besides one for the rest of the players. The archery competition begins on July 27, even before the opening ceremony.The archers, who arrived at the Games Village on Monday, wanted Mittal Champions Trust (MCT) physiotherapist Patrick Kenny to be with the team. Kenny has not got accreditation from the IOA, which has said that Kenny will get daily passes for the Village, but that does not allow him access to the training and competition venues.The six-member archery team, thus, is left with no option but to do their stretching and cooling off on the sidewalks outside Lord’s. Manisha Malhotra, administrator with MCT, who reached London on Saturday, said the athletes supported by them had requested IOA to give Kenny an accreditation.”Almost 10 athletes – archers, wrestlers, shooters – had requested IOA to give him accreditation because he has been working with them. But he has not got any badge and has no access to the venue,” Manisha told Mail Today. “Kenny is working with them on the sidewalks. This is not the way to treat your medal prospects.
